Normally in situations like this the best play is to discard everything because of 9 reduces the probability of forming a straight. However this particular play is one of the exceptions, and it is better to keep the 2 to a royal flush, king high, despite the 9 straight penalty card.Following is a list of all such exceptions. The exceptions are first listed according to the straight penalty card(either 9 or ace) and how the three other cards are suited with each other. Then the exceptions are sub-grouped by which card is suited with the king. Finally, two card combinations are listed in which the player should keep the two suited high cards.
